Kyra has practiced law in Baker County since 2008, and has worked as a defense attorney since 2005 when she graduated from Willamette College of Law. She is murder qualified and handles both criminal and juvenile dependency cases.
Tamara worked as a Staff Attorney with the Kentucky Department of Public Advocacy for seven years before moving across the country to join Elkhorn in 2021. She graduated magna cum laude from Salmon P Chase College of Law and interned with the Bronx Defenders, Gideon's Promise, and the Brennan Center for Justice. Will graduated from the University of Oregon School of Law in 2016 after earning his undergraduate degree in Environmental Science from the University of Colorado. He tried his first felony case to a jury while still in law school, and has focused on criminal law ever since. Will fell in love with Eastern Oregon while on a backcountry trip through the Owyhee Canyonlands, and moved out here to start his career as a public defender as soon as opportunity allowed. He is our firm's longest-serving attorney.
Mark Claramunt was born and raised in southern California and is a first-generation immigrant from Argentina fluent in Spanish and understands the importance of different cultures. He received a Bachelor's Degree from California State University, Fullerton, and a Juris Doctor (J.D.) from the University of Idaho, College of Law. Mark's dedication is further underscored by his military service in the Army from 2009 to 2017. Specializing in criminal defense, Mark is driven by a deep-seated distrust of government power, advocating for checks and balances to protect individual freedoms. Diligent and dedicated, he tirelessly works to provide the best possible defense and the minimum amount of government intrusion into his clients' lives. In his spare time, he likes to spend time with his family and explore nature.
Working in La Grande out of our Union County office, Andy brings a strong commitment to public defense in his advocacy as a Provisionally Licensed Attorney. A graduate of Lewis & Clark Law School, Andy learned trial skills representing clients as a Certified Law Student at a public defender’s office in Portland throughout Andy’s last year of law school. An Oregon native, Andy graduated summa cum laude from Portland State University with a Bachelor’s degree in Political Science with a minor in Spanish Language. Before graduating law school, Andy worked in education, and this teaching background aids Andy in empowering clients by ensuring they understand every step of their case. Stacy began practicing law in Lane County in 2013, initially representing employees in class action lawsuits. Her career then expanded to conducting investigations for the Oregon Bureau of Labor & Industries and for Multnomah County. In July 2025, Stacy joined Elkhorn, where she applies her deep investigative insight to build strong, client-centered cases. Away from her legal practice, Stacy plays the violin and enjoys long walks with her beloved dog, Sugar.
