Kyra Rohner
Co-Director

Kyra has practiced law in Baker County since 2008, and has worked as a defense attorney since 2005 when she graduated from Willamette College of Law. She is murder qualified and handles both criminal and juvenile dependency cases.

Tamara Scull
Staff Attorney/
Training Director

Tamara worked as a Staff Attorney with the Kentucky Department of Public Advocacy for seven years before moving across the country to join Elkhorn in 2021. She graduated magna cum laude from Salmon P Chase College of Law and interned with the Bronx Defenders, Gideon's Promise, and the Brennan Center for Justice. Tamara worked as a Staff Attorney with the Kentucky Department of Public Advocacy for seven years before moving across the country to join Elkhorn in 2021.

Marcus Oatman
Staff Attorney

Marcus is a longtime Pacific Northwester, originally from Chicago (with a layover in Ann Arbor, Michigan). He has been a full-time defense attorney since 2015, working as a public defender in Lane County, Central Oregon, and Eastern Oregon. He is currently a member of the Oregon State Bar Criminal Executive Committee and the OCLDA Juvenile Executive Board.

Mark Claramunt
Staff Attorney

Mark Claramunt was born and raised in southern California and is a first-generation immigrant from Argentina fluent in Spanish and understands the importance of different cultures. He received a Bachelor's Degree from California State University, Fullerton, and a Juris Doctor (J.D.) from the University of Idaho, College of Law. Mark's dedication is further underscored by his military service in the Army from 2009 to 2017. Specializing in criminal defense, Mark is driven by a deep-seated distrust of government power, advocating for checks and balances to protect individual freedoms. Diligent and dedicated, he tirelessly works to provide the best possible defense and the minimum amount of government intrusion into his clients' lives. In his spare time, he likes to spend time with his family and explore nature.

Will Thomson
Staff Attorney

Will graduated from the University of Oregon Law School after earning his undergraduate degree in Environmental Science from the University of Colorado. He decided to become an attorney after breaking both arms in a climbing accident. Will has been a Public Defender for five years, starting at Elkhorn (he's our longest-serving attorney) with a one-year stint working at Lane County Public Defenders before coming back to Elkhorn. He has moved ten times in the last ten years, but is currently quite settled in our Baker City office.
